The way this sort of engineering works is by designing to specs that are based on a statistical probability. Example: a 100y flood event. If the structure can withstand the max flooding thatā€™s expected to occur on average once/100y, then it meets spec.

Itā€™s never been about knowing the future in some absolute sense nor about denying that unexpected events may happen, but about setting informed specs. Thatā€™s what this advisory panel did ā€“ it collated the studies to help locales establish appropriate, informed specs for infrastructure based on global-warming probability forecasts. Without that help, thereā€™s no real science behind the specs, so they become negotiable. Private sector wins at the publicā€™s expense. Make sense now?

Itā€™s always made sense. Iā€™m saying that in spite of best modeling and engineering, there will invariably be surprises that werenā€™t anticipated and that management will invariably be ā€œadaptive.ā€
