The way this sort of engineering works is by designing to specs that are based on a statistical probability. Example: a 100y flood event. If the structure can withstand the max flooding thatās expected to occur on average once/100y, then it meets spec.
Itās never been about knowing the future in some absolute sense nor about denying that unexpected events may happen, but about setting informed specs. Thatās what this advisory panel did ā it collated the studies to help locales establish appropriate, informed specs for infrastructure based on global-warming probability forecasts. Without that help, thereās no real science behind the specs, so they become negotiable. Private sector wins at the publicās expense. Make sense now?
